if you set "Public" checked, all the people can have access to view this document. if you leave it unchecked only the people on If the “Public” checkbox is selected, everyone can view the document. If it is not checked, only the people from the distribution list will have access to view this the document.

when When you created the document you can click the button from the action list to complete the information.
